The plan has been developed by the Leeds Director for Public Health and partners. It is in line with national guidance and is being overseen by the new Outbreak Control Board. The Board brings together a range of city leaders from businesses, charities, communities and the public sector.

The aim of the plan is to help our communities and vulnerable groups during coronavirus, focusing on those at greatest risk. To do this, the plan will work to:
