
Leeds City Council is inviting residents, organisations and communities to help shape the city’s new Local Plan, which will guide how Leeds grows and develops through to 2043.
The consultation is an opportunity to influence the overall direction of the Local Plan, including the priorities it should focus on and how people would like to be involved as the plan develops.
For organisations across the voluntary, community and social enterprise (VCSE) sector, it’s an opportunity to help shape the future of the places and communities they serve.
What is the Local Plan?
The Local Plan sets the planning framework for the whole Leeds district. It helps guide decisions on:

Housing and neighbourhoods

Employment and the local economy

Green spaces and the natural environment
-
Climate resilience and sustainability
-
Transport and infrastructure
-
Design and placemaking
-
Community facilities and public services
The plan will influence how Leeds develops over the next two decades, supporting decisions about growth while balancing the needs of people, communities and the environment.
What is this consultation about?
This consultation is not asking people to comment on individual development sites or planning applications.
Instead, Leeds City Council is seeking views on:

The proposed scope of the new Local Plan.

The issues it should address.

How people and organisations would like to be involved in future consultations.
A further consultation, expected in winter 2026/27, will include proposed planning policies and potential site allocations.
Why should the VCSE sector get involved?
VCSE organisations understand the needs of Leeds communities and the challenges they face every day.
The Local Plan will influence many of the wider factors that affect health and wellbeing, including access to green space, transport, housing, community facilities and neighbourhood design.
By contributing now, organisations can help ensure that community voices continue to shape how Leeds grows over the coming years.
