Consultation on Renewal of the Local Development Order permitting the development of a district heating network, including pipes, cables and wires, heat exchange equipment, street furniture, informational signage, and ancillary engineering works.
Leeds City Council adopted the Leeds District Heating Network Local Development Order (LDO) 9 February 2022, which grants planning permission for the development of district heating networks, including pipes, cables and wires, heat exchange equipment, street furniture, informational signage and ancillary engineering works without the need to apply for planning permission.
Use of the Order is subject to specific conditions regulating its implementation, in the same way a planning permission is granted. Listed buildings and scheduled ancient monuments are specifically excluded from the Order and the normal planning procedures apply in these cases. It was intended that the Order would be in place for an initial period of five years from February 2022.
Leeds City Council are now consulting on a renewal to the adopted LDO, up until 31 December 2035. The renewal maintains the extent of the area covered by the adopted LDO with factual updates.
Consultation on the Renewal of Local Development Order (LDO 3)
Leeds City Council is inviting comments on the proposed renewal of Local Development Order 3 (LDO 3). The consultation provides an opportunity for residents and stakeholders to review the proposals and share their comments.

Next Steps
Any comments received will be considered by the council. A summary of the comments received and any necessary changes to the LDO renewal will be reported to the decision maker in November 2025, at which time the decision whether to approve and adopt the LDO renewal will be made.
Please note that there is no requirement for you to respond to this correspondence or to the consultation, although the implications of the Order may be of benefit in the longer term.
