The Care Quality Commission (CQC) has rated Leeds City Council’s adult social care services as ‘Good’, following its first inspection of local authority adult social care under new national powers introduced by the Health and Care Act 2022.

The report highlights many strengths in how Leeds supports people to live as well and as independently as possible — with particular praise for the city’s strong partnerships across health, care and the voluntary, community and social enterprise (VCSE) sector.

Inspectors noted that:

“Partnership working in Leeds meant people were supported and received the right care, at the right time, in a variety of settings.”

The report also recognised the commitment of senior leaders and elected members, describing leadership within Adults and Health as “passionate, knowledgeable and focused on achieving the best outcomes for people.”


Areas for Continued Improvement

While the overall rating was positive, the CQC identified areas for further progress — including:

  • Reducing waiting lists for assessments and reviews.

  • Improving consistency of support for unpaid carers.

  • Increasing the uptake of direct payments.

Inspectors acknowledged that work is already underway to strengthen these areas, with ongoing collaboration between partners across Leeds.
