Safe, Secure and Smart

Data plays an increasingly central role in how health and care systems plan services, manage risk and improve outcomes. But the benefits of data-driven care depend on strong governance, public trust and clear accountability.

The West Yorkshire Distinguished Lecture Series is hosting a one-hour online panel discussion exploring how high-quality, well-governed data can enable safer, smarter and more effective care across Integrated Care Systems, while maintaining robust governance and public confidence.

About the session

The session will be moderated by Shaukat Ali Khan, Chief Digital Information Officer at the West Yorkshire Integrated Care Board.

It will feature contributions from:

  • Rebecca Wilson, Founder, DigiSafe

  • Alec Price-Forbes, National Chief Clinical Information Officer, NHS England

  • Ben Hampshire, Regional Director (North of England), Optum

Together, the panel will examine how innovation and governance can work hand in hand, drawing on national policy, regional delivery and local implementation.

The discussion will reference key strategic frameworks including the NHS 10 Year Health Plan, the Life Sciences Sector Plan, Safe Use of Data guidance, and the NHS Federated Data Platform.

Topics covered

The panel will explore:

  • How clinical safety and governance underpin effective data-driven care

  • Balancing innovation with regulation, assurance and public trust

  • Federated data platforms and secure data environments

  • The role of patient and public engagement in data-enabled innovation

  • Practical examples of data and analytics supporting system transformation

Why this matters for VCSE organisations

VCSE organisations play a growing role in prevention, community support and system change. As data becomes more embedded in decision-making across health and care, it is essential that approaches are transparent, ethical and inclusive.

This session will be particularly relevant for VCSE organisations working alongside statutory partners, involved in co-production, or supporting communities who may be affected by how data is collected, shared and used.
