At the January Reps and Reference Group meeting, we welcomed Gina Davy and Manraj Singh Khela, who shared an update on the development of the Leeds Provider Collaborative Partnership.

The session highlighted how partnership working in Leeds is evolving, with the third sector and primary care now formally involved alongside local authority and NHS partners. This marks an important step forward in strengthening collaboration across the health and care system.

While provider collaboration itself is not new, recent NHS England requirements mean that acute and mental health trusts must now operate within more formal collaborative arrangements. In response, organisations are developing new models, governance structures and leadership approaches designed to support shared decision-making and collective accountability.

The Leeds Provider Collaborative Partnership builds on existing partnership arrangements and the Team Leads approach, and takes account of recommendations from The Values Circle report commissioned last summer. Its shared purpose is to strengthen integration across the system so that partners are better placed to meet local need and tackle health inequalities, in line with Leeds Ambitions and related strategies.

Work to establish the collaborative began in mid-2025, with Forum Central providing lead input on behalf of the health and care third sector. As a result, the sector now has representation within the groups shaping the development of the Leeds Provider Collaborative Partnership.

Further updates will be shared as the work progresses, including follow-up discussions on specific themes such as estates.
